Infrastructure is weighted at over 12.9%.  In 2017, TN ranked 23rd.  In 2018, TN showed strong gains to 15th.  In 2019, TN increased to 13th.  Factors include energy (29th), internet access (18th), and transportation (8th).

Crime and Corrections is weighted at 9.9%.  In 2017, TN ranked 45th.  In 2018, TN increased slightly to 43rd.  In 2019, TN stayed consistent at 43rd.  Factors include corrections (12th) and public safety (47th).

Fiscal stability is weighted at 10.5%.  In 2018, TN ranked 5th in Fiscal Stability.  In 2019, TN increased to 1st.  Factors include long-term (1st) and short-term (7th).

Natural Environment is weighted at 8.4%.  In 2018, TN ranked 28th.  In 2019, TN fell to 37th, however, in 2018, this category had both natural environment and social environment included.
